Generate HTML version of manual with a different LaTeX-to-HTML converter

Description
The HTML version of the manual is currently generated using Latex2HTML, which is an ok converter but hasn't been maintained for ages. Thus, the HTML it generates is pretty sloppy by current standards. One promising converter to look into is Hevea: http://pauillac.inria.fr/~maranget/hevea/

Not really a blocker for 1.0, since LaTeX2HTML, painful as it may be, still manages to get the job done.
